Ensure transparency and genuine competition during procurement process
By agreeing to the following conditions, the bidder proves his transparency of his proposalsubmitted to Binaa for Development
Definitions:
a) Financial Interest: A person or entity has a Financial Interest if he, she, it, or any of its principals, partners, or key employees has: 1- An ownership or investment interest in any entity competing on this procurement. 2- A compensation arrangement with another entity competing on this procurement. 3- A potential ownership or investment interest, or compensation arrangement with, any entity or individual participating in this procurement. Compensation, for purposes of this definition, shall include direct and indirect remuneration as well as gifts or favors that are not nominal in value.
b) Business Relationship. One in which you or a member of your family (as defined below) serves as an officer, director, employee, partner, Trustee, controlling interest holder, or similar position with a person or entity participating in the current procurement
c) Family Member: a spouse, parent, sibling, children, stepparents, step siblings, stepchildren, first cousins, or any other relative if such relatives share a household with the relevant employee
d) Coordination: Sharing Information, or similar collaboration (explicit or implicit) which, in the minds of a reasonable person, could have an adverse impact on the competitiveness of this procurement.

Bidder acknowledges that failure to answer and sign positively shall be grounds for disqualification. Furthermore, if a bidder successfully wins this RFP, and the acknowledgement made herein is proven to have been false, such misrepresentation shall be grounds for immediate termination of any agreement arising from responding to this RFP. Technical Application

a. Did you separate the proposal into three parts (the documentation and administrative papers, the technical proposal, and the cost proposal) and prepare separate emails to send them?

b. Did you prepare all the required files in a non-editable format (PDF) and with a size of no more than 20 MB?

c. Have you named the PDF files to be sent in each email according to the standards and specifications required in the RFP?

d. Have you prepared the number of emails that will be sent?

e. Did you fill all required sections in the financial and technical proposal?

f. Did you sign or stamp all papers in your provided proposal?

g. Have you provided subject lines for the emails according to the criteria mentioned in section 5.1, Proposal Submission Method?

h. Have you attached all brochures, technical datasheets, and quality certificates for each category, along with filling out the required attachments?

i. Have you attached the resumes of the engineering staff along with translations of their diplomas or certificates of graduation into English, and have you stamped and signed them??

j. Have you provided evidence of your previous work with past clients in the same field of the required categories, including certificates of completion for each contract?

k. Have you attached recommendation letters/reference letters/completion certificates in the same field for each category?

l. Have you attached a bank statement?

m. Did you provide a valid commercial registration, company license, or tax identification document in Syria or Turkey?

n. Did you provide a personal ID document?

o. Did you provide a copy of a sample official invoice from the company in Syria or Turkey?

p. Did you submit your Bank account or PTT information?

q. Have you submitted Authorization/License Certificate for the Contractor?

Proposal validation: The validity period of the submitted technical and Financial BIDs must not be less than 90 days. Note: The validity of the submitted technical and financial BIDs for less than 90 days means "ineligible" and the company is excluded Please indicate the duration per day

s. Do you confirm that there is no financial hint in the technical or admin proposals?

t. *Contract deposit amount: Does your company agree to deposit the total amount of the mentioned deposit, which is 5% of the contract value (rounded to the nearest percentage point upwards), in US dollars upon signing the contract if requested by Binaa For Development? Note: Answer (agree or yes) means "eligible”. Answer (disagree or no) means "ineligible" and the company is excluded.

u. *Child labor: I acknowledge that my company does not and will not employ persons under the legal age of 18 years. Note: The answer (Yes/Yes, I agree) means "eligible". Note: The answer (No) means “ineligible” and the company is excluded

v. *Work Safety and Security: Does your company adhere to occupational health and safety principles for its personnel, vehicles, and people during work? Note: The answer (yes) means “eligible”. The answer (no) means "ineligible" and the company is excluded.

w. *Materials and Equipment for Safety and Security: Does your company agree to provide the necessary safety and security materials and equipment to protect the project personnel. Note: The answer (yes) means “eligible”. The answer (no) means "ineligible" and the company is excluded.

x. *Advance payments Does your company agree to perform the required work without advance payments from Binaa for Development in the event of a contract? Note: Answering "Yes" means " eligible". The answer (no) means "ineligible" and the company is excluded.

y. *Financial competence: Does your company confirm its financial capacity to execute the required works according to the payment schedule specified by Binaa for Development? Note: The answer (yes) means “eligible”. The answer (no) means "ineligible" and the company is excluded

z. *Although the supplier must submit his proposal in US dollars, Binaa and in compliance with the laws of Turkey will pay the dues in Turkish lira. Do you agree to receive the financial dues in Turkish lira while the exchange rate on the day of the transfer will be according to the exchange rate specified in a Turkish bank which Binaa has an account in? And if the company is registered in Syria (receive the financial dues in Turkish lira and the exchange rate on the day of the transfer will be according to the exchange rate specified in a Turkish bank which Binaa has an account in) through PTT?

aa. *Do you confirm that your name or company name is not on the listed in the U.S. Department of Treasury Office of Foreign Assets Control (OFAC) or Specially Designated Nationals (SDN) List or the United Nations sanctions list or associated with those listed parties, as well as armed groups or entities involved in the arms and ammunition industry. Note: Answering "Yes" means " eligible". The answer (no) means "ineligible" and the company is excluded.
